Frank, Esquire received his Bachelor or Arts from the University of Baltimore in 1974. While graduating Magna Cum Laude would be noteworthy enough, what amazed most people was that Arthur completed both 7 years of undergraduate studies and Law School in just over three (3) years! Eager to pursue law, in early 1977, Arthur graduated from the University of Baltimore Law School and was sworn-in to be youngest member of the Maryland Bar in Maryland history at the age of 21. Without altering his pace, and just a few months into practicing law, at age 22, Arthur had his first series of jury trials, which included serious felonies and major personal injury cases.
